Trident Literacy Association (TLA) is pleased to announce the appointment of Philicia Baugh, Ed.S., HS-BCP, as the organization’s new Director of Partnerships. In this key leadership role, Baugh will lead efforts to expand TLA’s community relationships, strengthen corporate and nonprofit partnerships, and enhance public awareness of English as a Second Language (ESL) education, adult learning, and empowerment programs across the Lowcountry.
A Board-Certified Human Services Practitioner (HS-BCP) with a Teaching English as a Foreign Language (TEFL) certification, Baugh brings a dynamic blend of educational leadership, community service, and business expertise to Trident Literacy Association. Her career spans roles as a principal, instructor, and department head, where she has focused on supporting diverse learners and building educational programs that promote equity and opportunity.
Baugh earned a Bachelor of Science in Human Services from Springfield College, a Master of Science in Criminology from Troy University, and an Education Specialist (Ed.S.) degree in Educational Leadership from Liberty University. In addition, she has extensive experience in real estate as a mortgage broker, investor, and seminar facilitator, helping individuals and families achieve financial stability and independence.

In her new position, Baugh will collaborate with local businesses, schools, and community organizations to enhance resources for English language learners, increase volunteer engagement, and elevate public awareness of the challenges and opportunities facing adults learning English in the Charleston area.

For more than 50 years, Trident Literacy Association has supported adult learners across Berkeley, Charleston, and Dorchester counties through low-cost English as a Second Language (ESL) instruction, GED preparation, and skill-building programs. By helping adults improve their English proficiency, TLA opens doors to employment, education, and greater community participation.
