Huggins
At its November 10, 2025, Board Meeting, the Charleston County School District (CCSD) Board of Trustees voted 8 - 1 to extend the contract of Superintendent Anita Huggins from February 6, 2027, through June 30, 2031. The decision follows the Board’s recent evaluation of Huggins’ performance. Trustee Darlene Roberson was the dissenting vote.
Huggins earned an Exemplary rating of 30.89 out of a possible 33 points on her annual evaluation, one of the highest ratings a superintendent can receive under the district’s rubric. The evaluation reflected continued gains in student achievement, sound fiscal stewardship, and strengthened community trust.
Board Chair Pam McKinney said the extension demonstrates the Board’s confidence in Huggins’ leadership and the district’s direction.
“Under Ms. Huggins’ leadership, Charleston County School District is moving in the right direction,” said McKinney. “Her commitment to improving student outcomes, supporting teachers, and operating with transparency has built a foundation of trust and measurable progress. The Board’s vote reflects our confidence in her vision and the momentum we’re seeing across our schools.”
Superintendent Huggins expressed gratitude for the Board’s support and emphasized the shared commitment driving CCSD’s success.
“I’m deeply appreciative of the Board’s confidence and support,” said Huggins. “This extension reflects the collective work of our teachers, leaders, and staff who are dedicated to doing what’s best for students every single day. I’m proud of how far we’ve come, and even more determined to build on our progress in the years ahead.”
Committee of the Whole Chair Leah Whatley also praised the superintendent’s leadership and collaborative approach.
“Ms. Huggins leads with both purpose and humility,” said Whatley. “Her commitment to students, her transparency with the Board, and her ability to listen and adapt have strengthened this district. This extension ensures that we can continue the momentum of the success and stability her leadership has brought.”
Huggins became superintendent in 2024, and has served CCSD for more than 25 years in roles including teacher, principal, deputy superintendent, and executive director of educator effectiveness. During her tenure, the district has achieved its highest-ever SC READY scores, a record College and Career Readiness rate, and significant improvements in school report card ratings across all grade levels.
The superintendent’s annual evaluation assessed leadership across three key areas: educational leadership, district management and operations, and board and community relations, using criteria aligned with state standards for superintendent performance.
