The Charleston County School District (CCSD) Board of Trustees and Superintendent Anita Huggins today released the final redacted investigative report on the management and processing of Elementary and Secondary School Emergency Relief (ESSER) funding. You can see the report below.
The investigation was launched in April 2024 at the request of Superintendent Huggins and included approximately 30 witnesses/witness statements.
CCSD leaders said they have contacted the Federal Office of the Inspector General to self-report the findings.
The report also includes significantly redacted portions of the investigation into an employee's recent concerns related to both ESSER funding and current/former CCSD leaders. Investigators found the employee’s claims to be "unfounded."
CCSD says the redactions are "currently attorney/client privileged and preserve the confidentiality of ongoing personnel issues." The district said portions of the unredacted report will be released at a later time.
